CEBU (UPDATED)—A cargo ship carrying bags of cement capsized at a port in San Fernando, Cebu Tuesday afternoon.

Twelve crew members of MV Eva Mary Grace, including a crane operator who was trapped inside the ship, were rescued by authorities, the Philippine Coast Guard said.

Initial investigation showed the vessel was loading cement bags when it was struck by heavy swell. The vessel tilted on its side before it keeled over.

Containment booms were placed in the area to prevent spillage of some 12,000 diesel oil from the ship.
