MANILA (UPDATE) - The Commission on Elections has allowed the Parish Pastoral Council for Responsible Voting (PPCRV) access to the audit logs of its transparency server to probe the 7-hour delay in the display of electronically transmitted election results.

The transparency server receives electronically transmitted results from polling precincts to the PPCRV, which is doing quick counts for the senatorial and party-list races.

“Our I.T. team will work over the weekend so we can analyze the logs,” PPCRV Chairman Myla Villanueva said.

“Ang logs, ibig sabihin, sasabihin lang sa atin kung ano ‘yung nangyari sa makina during the May 13 evening,” she added.

On Monday evening, people expressed alarm as the PPCRV and media’s unofficial tallies were not updated since it received votes from 0.38 percent of clustered precincts by 6:15 p.m.

Around 11 p.m. Monday, the Comelec faced media to explain that there was an error in the application that is supposed to push data from the transparency server to the terminals of the PPCRV and media networks.

The transparency server then pushed out data at 1:19 a.m Tuesday, May 14, showing partial and unofficial tallies based on 90.57 percent of clustered precincts.

“It is important for the public to know kung ‘yung issue is technical. If it’s technical, talaga naman pong nagkakaaberya ang makina (machines experience technical difficulties). We just want to know na yun lang po (if that's the only problem), and nothing more and nothing less,” Villanueva said.

The PPCRV is verifying a discrepancy it found between the hard copy and the electronically transmitted results from two of 8,000 encoded election returns. But it was quick to add that the discrepancy “doesn’t have any impact” on the election results.

PPCRV Media Director Agnes Gervacio said the discrepancy involves only one ballot from each of the two election returns.

“Has there been discrepancy? We found two ballots,” she said.

“Our encoding is double-blind pass, so we’re very sure it’s very accurate. So this is versus the electronic. But I don’t think that’s a cause for concern at this point.” Gervacio added.

“We have not agreed on any acceptable threshold. Of course, the goal is 100 percent, but there is nothing such as perfect vote. It’s always the statistical probabilities that we’re looking at if it’s gonna affect the output, but I don’t think so at this point,” she said, noting that the group has reported the observation to the Comelec.
