Man who claims to be ‘Bikoy’ used to sell info: PNP

MANILA – (UPDATE) The man who claims to be “Bikoy” is an information peddler whose tips have even led to botched operations, according to an intelligence report the Philippine National Police (PNP) disclosed on Wednesday.

“Bikoy” is the hooded man in a series of videos linking President Rodrigo Duterte’s family to the narcotics trade.

In Youtube videos titled “Totoong Narco List,” he claimed drug money was funneled into the bank accounts of Duterte’s son former Davao City Vice Mayor Paolo Duterte, his son-in-law Manases Carpio, and former aide Christopher "Bong" Go.

On Tuesday, Peter Joemel Advincula surfaced and said he was the man in the video as he sought legal aid and denied ties to the opposition.

PNP chief Police General Oscar Albayalde said investigators tasked to check Advincula’s background divulged that law enforcement agencies had come across him as a potential informant charging P40,000 to P70,000.

He was known to have eventually bailed after receiving payment or providing false information.

For instance, Advincula tipped an agency in 2016 about a certain drug laboratory in the Bicol region. The place turned out to be a legitimate resort.

“So this is how he lies. At remember, bago siya nagbibigay ng information, he asks for money. Mayroon dito na nakapagbigay ng pera sa kaniya, it’s because that’s part of intelligence. Marunong siya magbenta ng information, even false information,” Albayalde told reporters at the PNP headquarters in Camp Crame. He did not name the agencies.

(So this is how he lies. And remember, before he gives information, he asks for money. Someone here gave money to him it’s because that’s part of intelligence. He knows how to sell information, even false information.)

The PNP chief admitted that he doubts the credibility of the whistleblower, pointing out that the latter has yet to present any evidence to support his claims.

“Remember, magaling nga siya eh, ’di ba? Baka naghahanap siya ng bidder dito or even baka bayad na rin siya. I’m not accusing him pero ito ang mga posibilidad,” the official said.

(Remember, he is good, right? He might be looking for a bidder here or maybe he is already paid. I’m not accusing him but these are the possibilities.)

Albayalde noted that his criminal records indicate that he may be a con man good at fooling people out of their money.

PNP data showed that Advincula was earlier convicted of large-scale illegal recruitment and served 6 years in prison. He also has a standing estafa case lodged by the National Bureau of Investigation.

According to Albayalde, those implicated in Advincula's videos may file charges against him.

"Sabi ko nga po, unang una, kung gusto nila magreklamo, puwede naman po. In fact, kung 'yun pong pinagsasabi niya sa YouTube niya, puwede po, cyber libel na 'yan. Remember, meron na po tayong Anti-Cyber Crime Law ngayon, puwede na po siyang masampahan ng cyber libel kung talagang may magrereklamo sa kaniya," Albayalde told DZMM.

(As I've mentioned, first of all, if they want to file a complaint, they can do so. What he has been saying in his videos, those can be considered cyber libel. Remember, we have already have an Anti-Cyber Crime Law. He can be charged with cyber libel if anyone files a case against him.)

The PNP, however, cannot do anything about Advincula unless it has a warrant of arrest.

"Without the warrant of arrest, hindi natin siya puwedeng arestuhin," Albayalde said, adding they are monitoring Advincula's whereabouts.
