14 party-lists could get at least one Congress seat: Pulse Asia survey

MANILA - Fourteen groups could get at least one party-list seat up for grabs in the House of Representatives in May's midterm elections, according to a Pulse Asia survey released Thursday.

The 14 groups secured more than 2-percent voter preference in a March 23 to 27 poll, said Pulse Asia.

At the top spot with a preference rating of 8.5 percent is Bayan Muna, which has criticized several policies of President Rodrigo Duterte, including his anti-narcotics crackdown, suspension of peace talks with communist rebels and loans from China.

Landing at the second spot is Magsasaka with 6.45-percent voter support, followed by the 6.04-percent preference rating logged by Gabriela, which has also slammed Duterte for supposedly misogynistic remarks.

Ako Bicol was at the 4th spot. Its representative Rodel Batocabe was assassinated at a gift-giving event in Daraga, Albay in December 2018.

A Teacher party-list ranked 5th.

Completing the 14 groups that could get one seat each are:

Senior Citizens
Buhay
Akbayan
Amin
An Waray

Kalinga
Anakpawis
Cibac
Angkla

Bayan Muna, Magsasaka, Gabriela, Ako Bicol and A Teacher "each garner the ceiling of three seats," said Pulse Asia.

Four party-lists in the top 14 -- An Waray, Buhay, Kalinga and Cibac -- fielded nominees who are from political families, according to data from the ABS-CBN Investigative and Research Group


AWARENESS OF PARTY-LIST SYSTEM

About three-quarters or 74 percent of voters "have heard, read, or watched something about the party-list system," according to the same poll.

This is "much higher" than the 61-percent party-list awareness level tallied in February 2019, said Pulse Asia.

Across areas, awareness is higher in Metro Manila, Luzon and Mindanao -- at 74, 79 and 77 percent, respectively -- compared to Visayas with 57 percent, said the pollster.

Awareness was also higher in Class ABC than the poorest Class E, it said.

The survey had 1,800 respondents and an error margin of ± 2.3 percent, said Pulse Asia.

A total 134 party-lists are vying for a Congress seat in the May 13 elections.
