ROTC commander accused of killing fellow student

DUMANGAS, Iloilo (UPDATE) - A Reserve Officers' Training Corps (ROTC) corps commander in Dumangas, Iloilo has been arrested for allegedly killing a fellow student after the latter spread rumors about him.

Willy Amihoy, 23, was found dead inside the comfort room of the boys' dormitory of Iloilo State College of Fisheries (ISCOF) Dumangas Campus on Monday noon.

Manihoy, a native of Tayasan, Negros Occidental and a first year college student, was temporarily staying at Barangay Maquina in Dumangas.

The suspect was identified as 22-year-old Elmer Decilao, a resident of Barangay Ermita in Dumangas, Iloilo. He is a graduating student and is currently an ROTC corps commander in the same college.

According to Police Maj. John Suegay, Amihoy allegedly bullied Decilao by accusing him of stealing a wallet.

This irked the suspect until he allegedly killed by victim by hitting him on the head with a pipe.

The security guard heard a commotion inside the dormitory. When he checked, he found the body of Amihoy.

Decilao tried to flee by jumping over the fence but he was later nabbed by the police.

The school administration has yet to issue a statement on the incident.

The military on Tuesday said Amihoy's death should not be linked to the ROTC program as personal grudge was the motive behind the killing.

The Philippine Navy Reserve Command, meanwhile, clarified that Decilao was a former ROTC corps commander and was "no longer associated with the ROTC Program."

"While the Philippine Navy (PN) condemns what transpired and condoles with the family of the victim, we aim to set the public [record] straight that the alleged perpetrator, during the commission of the crime, is no longer involved in any ROTC activities/program of the school being a graduating student," it said.

Decilao will face murder charges, police said.
