The area where the helicopter took off was sandy and the chopper's propellers fanned the debris, creating poor visibility, according to Police Lt. Chit Gaoiran, spokesperson of PNP Calabarzon.

(Based on witness accounts, when it took off there was zero visibility and then the helicopter supposedly got tangled, an electric cable was cut. The chopper crashed on the cemented portion of the road.)

The helicopter was on its way to Camp Vicente Lim in Calamba City, Laguna when the accident happened, according to PNP deputy chief for operations Major Gen. Guillermo Eleazar.
