MANILA - President Rodrigo Duterte has promised a major overhaul of the country's creaking infrastructure and implement projects that have remained on the drawing board under his predecessors.

Former President Benigno Aquino left Duterte with a pipeline of 50 projects, including railways, toll roads and airports, under the Private Public Partnership (PPP) scheme.

Aquino's PPP initiative did not move as fast as he had hoped. Only

three were completed under his term: phase one of the construction of new classrooms, the “beep” card payment system for the capital’s trains and the four-kilometer Daang Hari-SLEX road.

Of the 50 unfinished projects, contracts have been signed for 11 worth P284 billion while 24 others are in various stages of procurement, evaluation, and approval.
