DBM to launch e-Marketplace Procurement System in July

MANILA — The Department of Budget and Management (DBM) is set to launch a digital platform by the end of July that will facilitate faster and more transparent procurement of common-use supplies and equipment by government agencies. 

President Ferdinand Marcos Jr. approved on Tuesday the e-Marketplace Procurement System of the DBM as part of efforts to digitalize the government’s procurement system and address concerns on the procurement process.

“An e-Marketplace is a digital platform that facilitates buying and selling activities between multiple buyers and sellers. It serves as a virtual marketplace where transactions and interactions occur electronically,” DBM Secretary Amenah Pangandaman said in a Palace briefing.

“It’s similar to Lazada, Amazon and Shopee. It is a significant component of digital transformation as it leverages the power of the internet and technology to connect businesses, consumers and suppliers in the digital environment. It is one of the most successful initiatives of the government around the world to deliver services to the public,” she said.

Atty. Dennis Santiago, executive director of the Procurement Service of DBM, said that the e-Marketplace will shorten the government’s lengthy procurement process, as it will now have the option to readily make their procurement online. 

“Ang mawawala po rito ay iyong mahabang proseso ng pagbi-bid. Because they will buy directly from the e-Marketplace. May mga produkto po na ilalagak po doon coming po sa market operators or market suppliers, and then, mga procuring entity ay doon na po bibili,” Santiago said.

“Ipa-pilot po natin iyan soon sa mga motor vehicles. Ilalagay ho natin iyong mga sasakyan, kung anu-ano pong brand iyan, kung anu-anong klaseng sasakyan,” he said.

Santiago said that the e-Marketplace is different from the DBM’s Virtual Store launched in 2018 where government entities were also able to make online purchases of common-use supplies and equipment. 

“At present, the virtual stores are already working. Nandoon po naka-lodge iyong mga common-use supplies and equipment na binibenta namin. Of course, any electronic system has to be hiked up or, you know, sabi nga i-level up, ano po,” he said.

“So, eventually itong virtual store ho will be transferred to the e-marketplace such as the e-marketplace will now be selling both CSE and non-CSE products ho, eventually po. But right now we still maintain our virtual store, it’s still working and doon po bumibili ating government agencies ng common-use supplies and equipment.”

Pangandaman said that based on a study by the World Bank, the Philippine government can save as much as 26 to 29 percent of the cost if they digitalize their procurement processes.
