MANILA -- Government should declare a "state of calamity" in Metro Manila amid the worsening traffic crisis in the region, the Management Association of the Philippines (MAP) said Thursday.

In a statement, the MAP said the traffic congestion brings about P3.5 billion in economic losses daily. Their Transportation and Infrastructure Committee Chair Eduardo Yap noted that a calamity that causes P1 billion damage is enough of a reson to declare a state of calamity in an area.

Yap said the Philippine President may avail of emergency powers to provide emergency relief measures in a state of calamity.

MAP made the statememnt after it was invited to the House of Representatives to talk about its suggestions on addressing traffic in the metro.

The group had earlier said that government must appoint a traffic czar to address traffic woes in Metro Manila--a proposal that the Metro Manila Development Authority has shunned.

In the House hearing, Yap suggested that private electric vehicles (EVs) should be exempted from paying the road congestion tax, when such is imposed on congested private car lanes in major roads like EDSA. 

He said the best time to impose this is when the Edsa Busway and the Metro Rail Transit Line 3 (MRT-3) have been privatized and upgraded to global standards of efficiency.
