'Recession dulot ng lockdown, hindi ng matamlay na ekonomiya'

MAYNILA - "It’s a health problem, not an economic problem."

Ito ang paninindigan nina Finance Sec. Sonny Dominguez at National Economic and Development Authority Sec. Gen. Karl Chua na ang nararanasang pagsadsad ng ekonomiya ay dahil sa lockdown na tugon sa coronavirus pandemic, at hindi dahil sa matamlay na ekonomiya.

Sa isang hearing sa Kongreso nitong Biyernes, ipinaliwanag ni Chua na noong July 2019, ang unemployment ng bansa ay nasa 5.4 percent na maituturing na baseline.

Pagsapit noong April 2020, nang magpatupad ng enhanced community quarantine sa mayorya ng mga “economically active regions”, umakyat ang unemployment rate sa 17.7 percent na pinakamataas na sa kasaysayann ng bansa, aniya.

Pero ipinaliwanag niya na noong July 2020, nang ibaba ang general community quarantine ang kalahati ng bansa at modified general community quarantine ang nalalabing kalahati, at tanging ang Cebu City na lamang ang nasa ECQ, bumaba ang unemployment rate sa 10 percent.

Ibig sabihin ay doble lamang ito ng normal unemployment rate ng bansa.

“Ang ibig sabihin po ang unang strategy po natin to bring back jobs is to do a rebalancing of health priorities as well as the other priorities to mitigate hunger, provide income and for the people to protect themselves from other diseases,” ani Chua.

"Nakita po natin na matatag ang ekonomiya this is a health problem and we responded with a quarantine that is why na-shutdown ang ekonomiya natin. Pero nung binalik naman natin or binaba natin yung restriction bumalik ang 7.5 million jobs between April and July. So long as we continue rebalancing we can actually see a significant improvement," dagdag niya.

Nanindigan naman si Dominguez na hindi solusyon ang pagbubuhos ng pondo para maigurong sisigla ang ekonomiya.

Kailangan aniyang tipirin ng bansa ang mga asset ng bansa upang masigurong matatapos natin ang “marathon”.

“Throwing money at this problem doesn’t seem to be the problem,” sagot niya sa tanong ng mga kongresista bakit tila hindi ibinubuhos ng pamahalaan ang pondo para masigurong sisigla ang ekonomiya ng bansa.

Giit niya, ang tunay na problema ng ekonomiya ay ang lockdown.

"Once you lockdown, you reduce people’s ability to earn and therefore you lose their ability to produce," ani Dominguez.

Hindi umano ang paggasta ang solusyon sa naturang problema.

“I think it’s better to be conservative at this point and as I said, let’s prepare ourselves for a long fight that’s coming and the more fiscal stamina we have the better our chances of getting out of this recession faster,” aniya.

Ikinumpara niya kasi ang nangyari sa Great Britain kung saan gumastos ito ng 23 percent ng katumbas ng GDP sa stimulus program nito. Pero sumadsad pa rin ang GDP nila sa 2nd quarter ng taon sa 20 percent .

At sa Malaysia na gumastos ng 18.2 percent ng kanilang GDP para sa stimulus package nito pero sumadsad pa rin ang GDP nila sa -17.1 percent.

“There seems to be no relationship between how much you spent and how much your GDP drops,” ani Dominguez.

Sa Pilipinas aniya sumadsad sa 16.5 percent ang GDP na mas maliit pa sa isinadsad ng Malaysia, pero gumastos lamang aniya tayo ng nasa 6 percent ng GDP ng ating bansa.
