Former President Gloria Arroyo's assumption of the leadership of the House of Representatives may have been unofficial, political analysts said Monday.

Arroyo replaced Davao Del Norte Rep. Alvarez as House Speaker after 161 lawmakers signed a manifesto naming her as the lower chamber's leader.

But the House mace, which signifies that the lower chamber is in session, was not at the plenary hall when Arroyo took her oath as Speaker, noted Prof. Jean Encinas-Franco of the University of the Philippines (UP).

The incident may therefore be deemed as "an unofficial gathering of congressmen", added UP's Prof. Ranjit Rye.

Questions over the House leadership has so far delayed Duterte's State of the Nation Address for half an hour.

"May impasse tayo. Hindi natin alam kung kailan sisimulan ang SONA dahil kailangang may Speaker of the House tayo," Rye said.

(We have an impasse, we do not know when the SONA will start because we need to have a Speaker of the House.)
