MANILA - Tax reforms proposed by the Duterte administration come with risks, said Christian de Guzman, vice president and senior sovereign credit officer at Moody's Investors Service on Monday.

"Just because you lower taxes doesn't mean that taxpayers are likely to comply more with those existing tax laws and pay the lower rates," de Guzman told ANC's "Market Edge with Cathy Yang."
