MANILA — President Rodrigo Duterte hasn't forgotten Manny Pacquiao's knockout loss to Juan Manuel Marquez in 2012. He still remembers the lone casualty of his outburst.

"Nasipa ko pa yung TV kong maliit sa bahay. Hindi naman nabiyak pero nasira talaga," Duterte said on Tuesday night during an official trip to Cambodia, where he was joined by Pacquiao and other government officials.

"Naka-tsamba lang yun si Marquez. Totoo. Tsamba lang. [Pero] hindi naman sa lahat ng panahon ibigay naman ng Diyos sa'yo. Maybe God also wants you to learn defeat so that you'd [learn] how to value the blessings of life. Pero after that, sige na naman siya sa panalo. Sa totoo lang, disgrasya lang yun (the Marquez win)."

(I kicked the small TV at home. It didn't break in two, but it got really busted. Marquez was lucky. It's true. Pure luck. But God's not going to give you everything all the time. After that, Manny went on to win again.)

Duterte's full speech in Phnom Penh can be viewed here. He starts mentioning Pacquiao at 56:00.

There's no question that in his state visits, all eyes naturally train on Duterte, whether they're those of Filipino OFWs or the local citizens.

But in Cambodia, the attention was split between the commander-in -chief and the senator with a world boxing championship.

Pacquiao drew a booming reception from the Filipino community that hosted Duterte's entourage at the Sofitel hotel in the capital city of Phnom Penh.

The audience roared and broke into applause when Pacquiao walked on the stage and again when Duterte called his name as the president introduced accompanying Philippine government officials seated with him on the platform.

"Idol nating lahat," Duterte said referring to Pacquiao. "Mahusay na mag-boxing, mautak pa." (Great boxer and a smart man.)

Duterte also looked back during the days when Pacquiao was a young man living in Davao and far from the household name that he is now.

"Alam mo si Manny noon, a long, long time ago, nakikita ko sa Davao 'pag bababa ako ng gabi andun sa bilyaran alas-kwatro ng madaling araw. Kaibigan ko talaga siya. Manny, wag ka ma-offend," Duterte said."

(You know, Manny back in the day, a long, long time ago, I used to see him in Davao when I'm out at night, he's at a billiards hall playing at 4 a.m. I'm a good friend of his. Manny, don't be offended.)

Duterte said he might not have been able to see Pacquiao fight or attend events that he hosts, but that's not how their friendship is measured.

"Every time na mag-birthday siya at saka may fight siya sa Las Vegas, [sabihin ni Pacquiao] 'Sabihin mo kay mayor, Bong [presidential aide Bong Go] may ticket siyang dalawa. Ako naman kasi magastos [pagpunta dun], ipagdasal na lang kita always.

(Every time he celebrates his birthday or he has a fight in Las Vegas, he would say, 'Bong, tell the mayor I have two tickets for him. To me, going there is expensive, so I just tell him I'll pray for him.)

"Birthday niya maraming tao, hindi ako pumupunta kasi inuman. Iwas putok ako dun. But nung natalo siya kay Marquez tapos birthday niya, sabi ni Bong, 'Niyaya ka ni Manny.' Sabi ko, 'Ngayon, Bong, magpunta ako.' Ipakita ko sa kanya na kaibigan mo ako even if you're down," Duterte said.

"Ngayon nanalo na naman siya, birthday niya, marami na namang magpupuntahan."

(During his birthday parties, I don't go because people drink. But when he lost to Marquez and it was his birthday, Bong told me Manny was inviting me to the party. I said, "I'm going." I wanted to show him that I was his friend even if he was down. Now that he's won again and it's his birthday, expect a lot of people to attend his party again.)

"Kasi ngayon syempre presidente na ako, proud siya, proud din ako," Duterte added. "It's a mutual admiration."

CAMBODIANS AND PACMAN

Cambodians have a similar sentiment for Pacquiao.

On Wednesday, Pacquiao met with Cambodian tourism minister Thoang Khon and several local boxers in Phnom Penh, a Reuters report said.

Pacquiao was handed a bouquet of flowers when he was greeted by the tourism minister, who is also the president of the Cambodian Boxing Association, and several local boxers waited in a large hall to meet their boxing idol.

Pacquiao is hugely popular in Cambodia.

Prior to Pacquiao's arrival, Vath Chamroeun, the secretary-general of the Cambodian National Olympic Committee, said the country was looking forward to the world champion's visit.

"We see that it is an honor for our country, because in our country, most people are fans and supporters of Pacquiao," he said in a story posted on the Cambodia Daily. "They will be very excited at the arrival of the world's king of boxing."

The news website also reported that Cambodian Prime Minister Hun Sen was outraged by the result of the Pacquiao-Floyd Mayweather fight, saying the result was biased.

"Those of us watching couldn't give a point for Floyd, but the three judges unanimously decided that Floyd won,” Hun Sen said.

"I send a message to American judges to provide an explanation for why Floyd won. Floyd was just running around — blocking and avoiding — while Pacquiao repeatedly threw more and more punches, punching him to lie against the ropes."

A later report said Hun Sen bet $5,000 on Pacquiao, but clarified it was 5,000 riel ($1.25).
