LAOAG CITY – The remains of a 47-year-old overseas Filipino worker (OFW) killed in Kuwait in early March during an apparent hit-and-run was brought home to Ilocos Sur on Tuesday.

Marcelino Devis' remains arrived at the Laoag International Airport via Philippine Airlines flight RP C8398. His family brought his remains to their hometown in Barangay Mangaynay in Santa Maria, Ilocos Sur.

According to Delia Devis, the victim's wife, reports they received from Kuwait said her husband was on his way home on March 3 when an SUV, allegedly driven by a Kuwaiti, hit him in Hawalli, Kuwait.

The driver fled the scene, but the Devis family confirmed that he had surrendered to Kuwait authorities.

Devis' death certificate showed that he sustained multiple fractures in his neck and skull.

"Parang hindi kapani-paniwala kasi nagkaroon ng multiple fracture sa neck and skull, kung simpleng sagi lang 'yun," said Mark Devis, the OFW’s youngest son.

(I don't believe that it was a simple accident, because he sustained multiple fractures in his neck and skull.)

The OFW's family also expressed disappointment at allegations that the Philippine Embassy in Kuwait did not give any assistance for Devis.

They appealed to police in Kuwait to further investigate the OFW's death, with the help of the help of the Philippine government.

Devis worked as an OFW in Kuwait for 16 years. His most recent job was as a supervisor in a landscaping company.
