"Bakit naging pulis yun?"

This was Philippine National Police chief Director General Ronald "Bato" dela Rosa's response to reports that a police officer allegedly harassed online a female student for joining a street rally against the burial of former dictator Ferdinand Marcos at the heroes' cemetery.

In a Facebook comment, alleged police officer Christian Raizo Plantinos said he will join FB user Isabuhay Dugongbughaw in having sex with the girl.

"Dalawa tayo i-threesome ta siya hahaha," he wrote.

Plantinos' comment and other similar posts threatening sexual harassment caught the attention of netizens who oppose all forms of cyberbullying.

One lawyer, Atty. Jose Vener Ibarra, wrote a letter to the PNP Directorate for Personnel asking for information on Plantinos for the purpose of filing a case against him for violating the anti-cybercrime law.

"In accordance with Executive Order No. 2 Series of 2016, please provide the undersigned with his 1. FULL NAME 2. PRESENT DUTY/ UNIT ASSIGNMENT and 3. ADDRESS ON RECORD. The same shall be used in building a case against him for violating the Cybercrime Prevention Act," the letter read.

Ibarra also wrote on Facebook: "Christian Raizo Plantinos, you are being hunted like a wild animal. When I am done with you, the only badge you will wear is one from Toy Kingdom."

In response, Dela Rosa said he will order Plantinos placed under investigation. He said he will also order the alleged police officer to undergo a psychiatric examination.

"Bakit naging pulis yun? Baka hindi nakapasa ng neuro psychiatric exam yun? Bakit ganun ang utak nung pulis na iyon. Ipa neuro ko ulit. Kapag bumagsak tanggal sa serbisyo," he said.

"Papaimbestigahan ko yan. Region 18? Ano pangalan? Plantinos?"

"Dapat ipakita mo na maginoo ka, mabait, matino at kagalang galang na pulis. Hindi yung bastos ka na pulis."
