Arroyo to wait for Senate move on con-ass

MANILA- The House of Representatives will wait for the Senate's move on their resolution to convene as a constituent assembly (con-ass) to revise the charter, its new leader said Tuesday.

Former President and now House Speaker Gloria Macapagal-Arroyo made the remark as she began her work as the chamber's new leader.

"Remember the cha-cha (charter change), we already passed the resolution to convene. We will wait for the Senate,” she told reporters.

The House, then under the leadership of its former Speaker, Davao del Norte Rep. Pantaleon Alvarez, adopted in January this year a resolution to convene as a constituent assembly to amend the 1987 Constitution.

Senators, however, said they will boycott a joint assembly where they would easily be outnumbered by the 292-strong chamber.

Unlike Arroyo, Alvarez earlier said the lower chamber will push through with the con-ass, with or without the senators.

The two chambers of the legislative branch have been divided on whether or not they should vote jointly or separately should they convene as a constituent assembly to form a new charter.

Aside from a constituent assembly, the charter can also be revised by a constitutional convention (con-con) composed of delegates elected by the public.
