'Bato' disobeyed Duterte, spared 2 people: Lascañas

MANILA - Even Philippine National Police chief Ronald "Bato" Dela Rosa was once ordered by President Rodrigo Duterte to carry out a clandestine killing when the cop was still chief of the Davao City police, retired SPO3 Arturo Lascañas claimed Monday.

Dela Rosa, however, disobeyed Duterte's instructions to execute 2 companions of a suspected criminal, Lascañas said.

Lascañas testified at a Senate inquiry that he and Dela Rosa once worked to capture Felicisimo "Sergeant Cisi" Cunanan, Jr. who was tagged as Davao Del Sur's most wanted criminal.

He said he shot Cunanan because the latter had a gun and did not raise his arms.

He spared the suspect's companion and driver because they did not put up a fight. He then brought the two to the office of the police Heinous Crime unit.

Hours after the operation, Duterte allegedly arrived at office, accompanied by Dela Rosa.

"Minura ni Mayor 'yung dalawa (kasamahan ni Cunanan), pinagalitan. After almost an hour, umalis si Mayor. Pero ang instruction niya, bago siya umalis, sa aming dalawa ni [noo'y] Senior Superintendent Bato Dela Rosa, is patayin niyo na iyan," Lascañas narrated.

(The Mayor cursed at and scolded Cunanan's companions. After almost an hour, he left. But before this, he instructed me and then Senior Supt. Bato dela Rosa to kill the two.)

After Duterte left, Lascañas said Dela Rosa told him not to kill Cunanan's companions.

"Huwag mong ituloy dahil kawawa iyan," he recalled Dela Rosa as saying.

(Don't do it, have mercy on them.)

Lascañas said he protested because Duterte may ask about the matter, but Dela Rosa supposedly told him, "Ako na ang bahala. File-an mo na lang ng kaso iyung isa kasi may baril, 'yung driver i-release mo."

(I'll take care of it. File a case against the one who had a gun and release the driver.)

Lascañas said he followed Dela Rosa's instructions, which he said were witnessed by a certain SPO2 Rizalino Aquino.
