Arroyo facing new Ombudsman probe

MANILA - The Office of the Ombudsman is investigating former president and now Pampanga Congresswoman Gloria Macapagal Arroyo for another plunder and malversation complaint over the confidential/intelligence funds diverted to Philippine Charity Sweepstakes Office, her lawyer confirmed Thursday.

Atty. Laurence Arroyo, one of Arroyo's lawyers, said the Ombudsman served the complaint filed by Field Investigators Office on June 3, 2016, asking her to submit a counter-affidavit.

The new complaint involves the alleged illegal diversion of around P57 million worth of intelligence funds Mrs. Arroyo approved for the use of the charity agency from 2004 to 2007. Arroyo is accused of conspiring with PCSO officials to divert lottery funds for personal gain.

Mrs. Arroyo is currently detained at the Veteran's Memorial Medical Center because of her pending plunder case at the Sandiganbayan over the same issue.

The plunder case filed by the Ombudsman in October 2012 accused Arroyo of misusing P365.9 million after approving the transfer of funds to PCSO when she was still president in 2008 to 2010.

The case was elevated to the Supreme Court, with Mrs. Arroyo seeking to dismiss the case.

In a motion submitted to the SC on Wednesday, Mrs. Arroyo urged the high court to resolve their petition, and informed the SC justices of the new complaint.

Mrs. Arroyo's camp said the new complaint is meant to "prolong [Arroyo's] nightmare."

"That the institution of the new complaint which involves the disbursement of PCSO funds for earlier years hardly suggests that its filing is to vindicate a public wrong," the motion read.

"Indeed, in an earlier pleading, the petitioner has stated that, in light of the arguments now on record in the case, she sees 'the break of dawn' on the full restoration of her freedom."

Meanwhile, Mrs. Arroyo has a pending request at the Sandiganbayan to allow her file a demurrer of evidence, which will seek to dismiss her pending graft case over the allegedly anomalous NBN-ZTE deal under her administration.
