LOS ANGELES - President Benigno Aquino on Wednesday assured government workers that his executive action to increase state workers' salaries will be retroactive to January 1, 2016.

“Retroactive, effective January 1 dahil nasa GAA [General Appropriations Act] ‘yung authority. Kung tama ang tanda ko...Wala nga yata dito. Cesar [Purisima], naalala mo kung magkano per year? P50 plus? Parang ganun eh. P57 nga yata billion. Nandun sa GAA. First tranche effective January 1, 2016,” Aquino said.

A question on the bonuses of government workers prevented President Aquino from issuing last week an executive order implementing an increase in state workers' salaries.

Aquino told Philippine media in Los Angeles, California that he would have signed the executive order implementing the Salary Standardization Law (SSL) 4 last week.

“Sinubukan kong pirmahan ito ‘nung pag-alis. Ngayon, ibinalik ko na kay Executive Secretary Paquito Ochoa at saka kay Butch Abad kasi meron dun ‘yung tinatawag na performance-based bonus (PBB) at tapos meron ‘yung performance-enhancement incentive. Iyong unang word kasi 'performance'. Sabi ko aralin nga ninyo kung may isyu ito na dalawa ang bonus sa isang performance. Ini-envision kasi ‘yung PEI na matagal na raw ibinibigay ito, na flat, more or less, na lahat nakakatanggap," he said.

"Iyong PBB, ang pinag-uusapan doon meron kayong mga targets na ‘yung ahensiya, iyong kanyang kawani ang magsasabi ‘ito ang targets namin’ at iyon ang pinagkakasunduan, ire-review ang performance nila based on the targets na kasama sila sa paghuhubog, so pwedeng wala, pwedeng meron. So ang issue ko lang, sabi ko ‘alam mo naman ‘yung ang daming nagku-kuwestiyon ng --- kulang na lang kuwestyunin kung anong klaseng papel ang ginamit natin ‘nung sinusulat iyan manigurado lang tayo at by Friday, pagbalik, ang pangako nila sa akin ire-resolve ‘yung question na --- may isyu ba na parang pwede bang tingnan ng pananaw na dalawa ang bonus sa isang pangyayari? So talagang sa totoo lang, ganadong-ganado na tayong pirmahan itong SSL4. Minandate ‘nung SSL3, kung tama ang tanda ko 2009 e. Basta merong periodic review --- sorry, wala dito eh.”

The SSL 4 came about as mandated by SSL3, which requires a periodic review of salaries.

“Nakalagay doon sa joint resolution ‘nung Series of 2009 na kailangan i-re-review," Aquino said. "Titingnan ‘yung sweldo ng kawani ng gobyerno versus ‘yung private sector, tapos ang aim, ilapit ang sweldo ng public sector to between 50 to 70 percent ‘nung tinatanggap ng private sector. So umabot tayo doon sa punto na mandatory itong review. Natapos ‘yung review tapos ngayon nga magiging effective ng 2016, okay?”

President Aquino explained why SSL 4 was not passed by Congress yet despite the approval of some P57 billion in the 2016 budget. He traced it to differences among lawmakers on the proposal to index retirees' pension to the salaries of active officers.

“May section ‘yung joint resolution ang sinasabi ‘yung indexation, ang sweldo ng ating uniformed personnel is also spent. Okay, ano ang ibig ‘non? Maganda siguro bigyan ko na lang kayo ng sample. Huwag ko ng ilagay na lang ‘yung pangalan ano, pareho silang heneral noong nag-retire. Iyong isa, nag-retire ng 1994. Ang pension niya noong 1994, P16,192.50. Iyong indexation basically ang sinasabi kapag tumaas ‘yung sweldo ng active, tataas ‘yung pension ‘nung retired. Okay, ang pension niya...Ulit ha, April 1994, P16,192.50. Pension niya noong December 2015 dahil sa indexation nasa P86,062.50. So mula, P16,000 naging P86,000. Ito Armed Forces ito.”

President Aquino explained the financial impact of the indexation, which would bloat the requirements of the government.

“Ito namang isa pulis, nag-retire March 2004. Ang pension niya noon P28,758.11. Sa 2015 December, ang pension na niya ngayon ay P77,631.42. Ang increase bale is P48,873.31 or 169.95 percent. Ang pagkaintindi ko ‘nung pumasok ka sa serbisyo, pinangakuan ka na pag-retiro mo magkakaroon ka ng porsiyento ng basic salary mo, iyan ang magiging pensyon mo. Ang nangyari, dahil dito sa indexation na nag-umpisa sa Presidential Decree ni Ginoong Marcos, kapag tinaasan mo ‘yung active, taas ‘yung retiree, umabot ng ganito. Hindi na hindi na pursiyento eh, multiples na. So ‘yung katulad ‘nung isa nga hindi ba? P16,000 siya dati, ngayon ay P86,000 na, okay? Tapos sasabihin natin ‘e bakit ba natin pagkakait iyan? Eh wala kasing pension system. Lahat ito galing sa budget. So meron kang obligasyon, wala kang pagbubunutan, imbes na kunyari SSS, GSIS, merong pondong ininvest.

“Ano pa ang dagdag na problema? Itong unang taon ng sweldo ng active personnel, tinataya kasi sa P39.5 billion for fiscal year 2016. Ang pension na walang indexation iyong kumbaga pension lang hindi mo inincrease, P43 billion na para sa ating uniformed services. Baka hindi naging klaro, ‘yung salary 39, ‘yung pension 43. Mas mataas na ‘yung binabayad natin sa pensyon. Siyempre ‘yung active naman sasabihin, makatwiran ho ba ‘yan? Kami pa rin ang humaharap sa bala, sa pahamak at mas mababa ang sweldo namin, bakit ho ganun? So siyempre hihirit rin sila at medyo legitimate ‘yan. Iyong sa SSL4, magdagdag pa tayo ng another P6.2 billion kung hindi masususpend ‘yung indexation. So ang mangyayari niyan based on this table, 39 and a half salary ng active personnel, pension with SSL4 will cost us PP49.2 billion at palaki nang palaki ‘yan. So ‘yung EO natin, ang basehan niyan sa General Appropriations Act naglaan na ng pondo para bayaran ‘yung first tranche. Kung may joint resolution, maliwanag na rin sana ‘yung second, ‘yung third, ‘yung fourth. Iyong appropriations authority for us to spend. So iyong EO will put the intended increases in the salaries and allowances of government personnel except those na hindi kasali sa Salary Standardization. Parang ‘yung GOCC ay exempted sa Salary Standardization. I am hoping by Friday natapos na nila ‘yung last question and I can sign it by Friday.”

Congres remained deadlocked on the SSL when it went on recess at the start of the 2016 election campaign.
