Duterte takes page from Justin Trudeau, eyes balanced Cabinet

MANILA - The camp of presumptive President Rodrigo Duterte has appointed heads for six clusters to effect a smooth transition of power to the incoming administration.

Duterte's campaign manager, Leoncio Jun Evasco, will head the cluster on social development while his executive assistant, Christopher "Bong" Go, will focus on peace and security.

Former agriculture secretary Sonny Dominguez will head the economic development cluster while Duterte's lawyer, Salvador Medialdea, will focus on the justice system.

Another lawyer, Loreto Ata, will zero in on government-owned and controlled corporations.

His spokesperson, Peter Laviña, will focus on infrastructure development.

The Duterte "transition team" is a holdover of the relatively small campaign team that oversaw Duterte's rise from reluctant candidate to winning the elections with one of the largest mandates since the restoration of democracy in 1986.

"What is important for the mayor is getting people who can deliver. We have a lot of promises to meet and we have to have impact immediately," Duterte's spokesman, Peter Laviña, earlier told ABS-CBN News.

Laviña said the team has received a list of nominees for potential Cabinet members and heads of various agencies.

He pointed out that the criteria for the selection of future leaders include shared vision, integrity, competence and willingness to sacrifice. "We will announce the names of the Cabinet as soon as they are ready, even piecemeal," he said.

Laviña said the team is aware that Duterte must immediately appoint an economic team and a foreign affairs secretary "to immediately convey to the business community and the world that we are ready to immediately go down to business."

Some current Cabinet men of the Aquino administration will also undergo the selection process, he said.

He said that in the Armed Forces and Philippine National Police, the future officials will be chosen based on merit, seniority and loyalty to government and country.

Meanwhile, the spokesman said they want the composition of the Duterte Cabinet to be similar to that of Canadian Prime Minister Justin Trudeau, which would include both women and young leaders.

"We want to follow Trudeau's Cabinet in Canada. They have plenty of lumad. They have plenty of ethnic women, from social sectors. Ideally. Of course we're looking forward to a balanced Cabinet because the constituency of the country is divided into so many sectors," he said in a press briefing.

"They don't necessarily have to come from Mindanao. The best and the brightest."

The spokesman said the team will be meeting with the group of Executive Secretary Jojo Ochoa soon to effect a smooth transition of power for the next administration.
