Presumptive president Rodrigo Duterte on Monday said he will create a separate department for overseas Filipino workers (OFWs).

In a press conference in Davao City, Duterte said he will be creating a Department of Overseas Workers, which may be housed in the Post Office building in Manila.

Since very few people now send letters via slow mail, Duterte said he will be transforming the Post Office building into something more functional and useful.

"I plan to convert it into something very functional, very useful to the Filipino. Gusto ko 'yung public, applying for overseas, huwag ninyong pabalik-balikin. Gusto ko 'yung Department of Foreign Affairs, 'yung health services, 'yung mga clearances sa pulis, mauna. Gamitin niyo 'yung mga computer na 'yan," he said.

Duterte, likewise, promised to crack down on illegal recruiters in the same way he plans to crack down on thieves and kidnappers.

"Lahat ng recruiters, lahat. I will create a special unit, maybe the CIS (Criminal Information Service). Lahat ng illegal recruiters, hindi na kailangang may biktima pa. I will order the arrest of all recruiters operating without the proper permit. And I would know when I see one. I can smell a rat a mile away. Huli na kayo, hindi ko na hintayin, katulad ng mga holdaper, kidnapper, na may biktima kayo. I will do what you do to the others. 'Yan ang warning ko. Gagawin ko sayo ano 'yung gagawin mo sa kapwa mo tao. Period," he said.

Duterte earlier said he will be offering his running mate, Senator Alan Peter Cayetano, the top posts of the new Department of Foreign Affairs or Department of Justice.

He is also planning on appointing an acting secretary to head the department Cayetano will choose until the latter can be appointed as secretary. Candidates who lost in an election cannot be appointed to government within a year.

Cayetano came third in the vice-presidential elections, losing to either Leni Robredo of the Liberal Party or Ferdinand 'Bongbong' Marcos Jr. He has conceded to Robredo.
