To prevent any traffic jams in the vicinity of Malacañang, Paynor said only diplomats will be allowed to bring their own cars. The other guests will be asked to go to the Philippine International Convention Center (PICC), where they will park their cars and undergo a security check. They will all be bussed to Malacanang.

"We asked all the guests to proceed to PICC. That's where we'll do the security check, and that where we'll provide them with ample breakfast because after the inaugural ceremonies, that will already be 1:30 or 2 p.m.," Paynor said.
