BLACK OPS? Davao City Mayor Rodrigo Duterte claimed Tuesday that some government operatives are plotting to set up a shabu laboratory in his city in order to discredit him in a bid to derail his presidential bid.

Duterte claimed he received intelligence reports stating that top operatives from the Philippine Drug Enforcement Agency (PDEA) and other agencies have arrived in his city to build a fake shabu laboratory.

The feisty mayor said that under "The Great Raid" plan, operatives from the PDEA, the PNP Criminal Investigation and Detection Group (CIDG), and other agencies will reportedly swoop down on the dummy lab.

"Wala naman kaming laboratory dito. But mayroon kaming reports na they might fabricate one to discredit me, maybe kasi presidential candidate ako," he added.

Duterte said officials behind the alleged plan may be supporters of Liberal Party standard bearer Mar Roxas.

The local chief executive also claimed that Davao City was rid of its last shabu laboratory on December 24, 2004 when Chinese nationals operating it were killed.

He said he is ready to admit his shortcomings if a drug laboratory is discovered again in Davao.

But he promised dire consequences and death for whoever plans to build a fake one in his city.

"Kung totoo man, go ahead and we will admit the failures. Pero kung mag-fabricate kayo, a propaganda for a presidential candidate, I advise you not to do it. Do not do it. I will break your heart or I will break somebody else's heart," he said.

"If it is true, we will admit. We cannot hide the truth, the truth is the truth. Pero kung mag-fabricate kayo, set up a laboratory here, maawa kayo sa sarili niyo. Warningan ko kayo, if I see you carrying shabu anywhere, whether you are from the military, police or PDEA to set us up, I'll kill you," he added.

Duterte added that he does not need to be elected president to carry out his warning.

"I will not wait to be president. 'Pag nahuli ko kayo tapos ganoon, papatayin ko talaga kayo. I've said that before nationally and that would be the policy henceforth kung maging presidente ako," he said.

"Just be sure 'yung kandidato niyo manalo, 'pag hindi, better go to China and reside there," Duterte said.

Duterte has asked the Davao police and military to be on alert against fellow law enforcers who may be involved in the alleged black propaganda against him. -- Report from Eric Ayop, ABS-CBN News
