MRT-3 gets new maintenance provider

MANILA, Philippines - The government awarded the 6-month interim maintenance contract for the Metro Rail Transit 3 (MRT 3) to PH Trams-CB&T JV. This comes as the MRT 3 maintenance contract with Sumitomo Corp. expired on Friday. 

The Department of Transportation and Communications (DOTC) chose PH Trams-CB&T JV as interim maintenance provider, over two other groups. 

 PH Trams-CB&T JV offered the lowest monthly maintenance cost of $1.15 million and agreed to maintain all the upgraded and newly installed components of MRT3.

The DOTC said the new provider's offer is better than the previous maintenance contract in terms of cost and service level agreement. The monthly maintenance cost paid to Sumitomo amounted to $1.433 million.

"Our main aim is to ensure the continuous and quality operations of MRT 3 which serves over 600,000 Metro Manila commuters," Transportation Secretary Joseph Emilio Aguinaldo Abaya said, in a statement. 

"As such, we adhere to the government’s good governance practice in conducting a transparent procurement process in searching for the most qualified maintenance provider that meets the requirements as stipulated in the TOR," he added. 

Three maintenance providers were invited to send their respective proposals based on the improved Terms of Reference (TOR) prescribed by the bids and awards committee. Aside from PH Trams-CB&T JV, the two other companies were Sumitomo TES-P Inc and Miescor Railway/Genials JV.

Under its 6-month interim maintenance contract, the new provider will supply the fast moving spare parts at the MRT 3 Depot stockroom, ensure the continued operation of the AFCS and signaling systems, and upgrade or install new systems at no additional cost to the government, and without effect on the current train fares.

The DOTC hopes Metro Rail Transit Corp. and Sumitomo will assist in the smooth transition to the interim maintenance provider. PH Trams CB&T JV will assume maintenance of MRT 3 by October 20 (Saturday).
