MANILA - The gunman who attacked Resorts World Manila was a former government employee who allegedly had millions of pesos in debt and undeclared wealth, the finance department said Sunday.

In a statement, the Department of Finance (DOF) said Resorts World Manila gunman Jessie Carlos was sacked for failing to disclose properties in his Statement of Assets, Liabilities Net Worth (SALN).

In 2014, the Ombudsman dismissed Carlos for grave misconduct and gross neglect of duty for “not declaring his house and lot in Manila in his 2003 to 2006 SALNs, his Toyota Innova SUV in his 2007 SALN, and his business interest in his 2010 SALN.”

“Carlos, whose total income from 2001 to 2011 grossed P2,460,156.00 was found by the Ombudsman to have purchased, in cold cash, two (2) farm lots in Tanauan City, Batangas for P4,000,000.00 in 2010," a statement from DOF Revenue Integrity Protection Service read.

"The Ombudsman also took note of Carlos’ huge loans,” it added.

Carlos was a former Tax Specialist I of DOF’s One-Stop Tax Credit and Duty Drawback Center.
