OPINION: Guess which top Philippine official can be forced to take a wellness leave by subordinates

All this talk about Chief Justice Maria Lourdes Sereno being forced to take a “wellness leave” – which some equate with ousted President Joseph Estrada’s “constructive resignation” in 2001 – made me trawl through the 1987 Constitution.

In the decades I’ve covered politics and governance, it was the first time I heard about “wellness leaves” in government and a top official being pressured to take one in the midst of attempts to impeach her.

Imagine my surprise when I learned that only one top official can be forced to take a wellness leave, not by peers or colleagues, but by subordinates.
