MANILA—The 1951 Mutual Defense Treaty between the Philippines and the United States should be reviewed and strengthened in the face of China's aggressive behavior in the disputed seas, an analyst said Monday.

Manila needs the treaty now more than ever in light of China's actions, said Francisco Ashley Acedillo, former consultant for the National Security Council.

But for Wilfrido Villacorta, former ambassador of the Philippines to the Association of Southeast Asian Nations, the decades-old treaty has never served as a deterrent for China.
