Rescue equipment and relief goods were on standby Thursday in Cagayan province as the local government prepared for possible floods and landslides due to tropical storm Ramon, Governor Manuel Mamba said.

The country's 18th storm this year is expected to hit land in Cagayan or neighboring Isabela province on Saturday, the state weather bureau earlier said.

Last week, rains due to a the interaction of cold and warm air from the Pacific Ocean inundated northern Cagayan, leaving at least 3 dead, local officials said.

"Natatakot kami dahil talagang saturated na soil namin dito, madali nang bahain," Mamba told radio DZMM.

(We are worried because our soil here is really saturated with water already, floods can rise quickly.)

Excess water that spills from the Magat Dam flows directly to the Cagayan River, which could trigger floods. Cagayan also catches floodwaters from neighboring Isabela and Nueva Vizcaya provinces, he said.
