Local governments and engineers should give the public templates of houses that can withstand earthquakes, state seismology office Phivolcs said Tuesday after a string of deadly quakes destroyed thousands of structures in Mindanao.

The 3 October quakes had a combined death toll of 29 and damaged some 36,000 structures, according to a report by the national disaster council.

Structures that followed the Building Code should have withstood intensity 8 shaking, a notch higher than the intensity 7 shaking generated by last month's quakes, noted Phivolcs Director Renato Solidum.

Many residents, however, cannot afford to pay engineers to ensure that their homes follow the Building code, he said.

(Perhaps the local government as well as professional engineering societies and the Department of Public Works and Highways can make designs of ordinary houses that the public can choose from and will include a list of materials... Those who cannot afford engineers can just copy these to make sure that their houses are sturdier.)
