Napolcom open to new admin case vs Pampanga 'ninja cops'

The National Police Commission said Tuesday it is "open" to accepting new administrative cases against alleged "ninja cops" from Pampanga who are accused of recycling drugs.

PNP chief Gen. Oscar Albayalde in 2013 was chief of the Pampanga police when 13 of its officers were accused of pilfering 160 kilos of shabu in an operation against a suspected drug lord. The dismissal order against them was downgraded to demotion in 2016 after they filed a motion for reconsideration, said Albayalde.

"Kung halimbawa pong magdulog ng reklamo laban dito sa mga 13 police officers... Napolcom will be open to accepting a possible admin case na puwedeng isampa pa rito, kung mayroong mga bagong ebidensya na mailalahad," said Napolcom Vice Chairman Rogelio Casurao.

"Wala namang tinatawag na double jeopardy sa admin case," he told radio DZMM.

(If for example, another complaint is filed against these 13 police officers, Napolcom will be open to accepting a possible admin case if there is new evidence. There is no such thing as double jeopardy in an admin case.)

Former police official Benjami Magalong recently accused Albayalde of seeking to defer the dismissal order against his former subordinates. Albayalde has denied the allegation.

President Rodrigo Duterte has ordered Interior Secretary Eduardo Año, who is also chairman of Napolcom, to investigate Albayalde, who is set to retire on Nov. 8.
