Human rights lawyer: Good conduct law's provisions 'confusing'

In this edition of #MattersofFact, a human rights lawyer calls on Congress to carefully review the Good Conduct Time Allowance law. Attorney Jose Manuel Diokno, chairman of the Free Legal Assistance Group, says the provision that excludes heinous crime convicts from availing of the law is confusing because it can be found in the section talking about jail detainees. Diokno also says the law's implementing rules and regulations is not to blame for the confusion as the law itself is ambiguous.
