Possible arrest warrant vs cops in Kian killing out in 3 months: Aguirre

HOW SWIFT IS JUSTICE? It may take 3 months before the court could decide whether or not to issue an arrest warrant against policemen accused of executing 17-year-old Kian Loyd Delos Santos, Justice Secretary Vitaliano Aguirre II said Tuesday.

Delos Santos, whom police tagged as a drug courier, was killed in an alleged shootout in Caloocan City on Aug. 16. But witnesses said the Grade 12 student was mauled by the officers, given a gun and was told to run for his life.

Aguirre said his agency would begin on Sept. 14 its preliminary investigation on the murder and torture complaints against the officers charged- PO3 Arnel Oares, PO1 Jeremias Pereda and PO1 Jerwin Cruz.

"In 3 months' time, it can be finished in the preliminary investigation. Baka hindi pa umabot ng 3 months kung mabilis ang proceedings, walang delay," Aguirre told the Senate committee on public order and dangerous drugs investigating Delos Santos' death.

The Public Attorneys Office, which represents Delos Santos' family, is meanwhile set to file an additional complaint against the police for alleged planting of evidence.

The officers have been relieved from their post and placed under restrictive custody. They are facing separate administrative charges, which may be resolved in 2 months.
