Efren de Luna, chairman of the Alliance of Concerned Transport Organization (ACTO), told the Senate in its hearing on emergency powers for President Duterte to address the traffic crisis that their sector fears the emergency powers being deliberated.

"Ang sa amin po dito, may mga ini-implement na po sa hanay ng transportasyon. 'Pag ipinatupad po 'yan, ang tatamaan po diyan ay yung sa amin, yung [nasa] tinatawag na secondary road," he said.

He explained, a single unit of jeepney or UV Express is a source of income for three families, and all will be affected if the emergency powers remove all PUVs off the road.

De Luna said they would rather President Rodrigo Duterte issues an administrative order, not seek emergency powers.

"Kung mangyayari yun, ang lumalabas, kaya naman ng presidente na mag-utos sa mga tinatawag na departamento," he said.
