Duterte starts 2nd SONA with joke on absences

In a manner typical to his unscripted public speeches, President Rodrigo Duterte on Monday started his second State of the Nation Address with a joke. 

Scratching his collarbone under his barong, Duterte recalled his frequent absences as a member of the House of Representatives during the 11th Congress. 

"When I was a member of Congress, my seat was over there, near the seat of the lady with the violent -- not violent, but rather violet dress," he said, pointing to far end of the House of Representatives' Plenary Hall. 

"But I was always absent, together with the Speaker [Pantaleon Alvarez] and [Davao del Norte Rep.] Tonyboy Floirendo who is still absent until today. Ay andyan ba? Sorry. But his propensity started almost 17 years ago when we were members of the 11th Congress," he added, drawing chuckles from the audience.
