Sotto: Rightsizing gov't must come before new agencies

The government should scrap agencies with redundant functions and cut the number of its personnel before President Rodrigo Duterte's proposed new departments are created, Senate President Vicente Sotto III said Tuesday.

Duterte, in his State of the Nation Address on Monday, called on lawmakers to approve the creation of new agencies that would focus on migrant workers, water allocation, and disaster resilience, among others.

"Ayusin muna natin ang rightsizing kasi kung hindi tayo magra-rightsizing, ibinlow up lang natin iyung byurukrasya lalo," Sotto told radio DZMM.

(Let's first fix rightsizing because if we don't, we will just blow up the bureaucracy further.)

Around a third of the national budget or about P1 trillion goes to personnel services, he said.

Sotto said he would bat for the offering early retirement packages to state workers when the Legislative Executive Development Advisory Council meets next week.
