Some senators are "very cautious" of changing the 1987 Constitution, a campaign promise that President Rodrigo Duterte has yet to fulfill halfway into his term, Sen. Grace Poe said Monday. 

Duterte, the first president from Mindanao, promised to spread political power and resources that have long been held in the capital, Manila, by setting up a federal system of government through charter change. 

"I've spoken to some of colleagues. We support most of the initiatives of the administration but when it comes to certain things, especially when it comes to constitutional change, we are very cautious about it," the senator told ANC minutes ahead of Duterte's annual report to the nation. 

"The Senate will be cooperative, but also vigilant," she added. 
Rules should be laid out "when it comes to which particular sections of the constitution will be touched," said Poe. 

The senator, who won a fresh mandate in May's polls, said she personally wants "certain economic provisions" in the constitution to be amended. 

The lawmaker said she also hoped Duterte will certify as urgent proposed laws to grant him emergency powers over the country's traffic problems, but said she wants "safety measures there." 

"For example, they have to list specific projects. We can't give them blanket authorization," said Poe, who chaired the Senate public services committee in the previous 17th Congress.
