Popularity not a shield from impeach raps: Lagman

A public official's popularity does not make him immune from impeachment complaints, Albay Rep. Edcel Lagman reminded his fellow lawmakers on Monday as they began a review of the ouster charges against President Rodrigo Duterte.

"No amount of popularity poll, no amount of popular vote will immune an errant high public official from impeachment proceedings, which is the sole jurisdiction of the House of Representatives," Lagman said.

Lagman made the statement after Minority Leader Danilo Suarez said the impeachment bid against Duterte "will not fly" amid his popularity.

Suarez cited a recent opinion poll showing that the President has an 80-percent popularity rating.

The House committee on justice is set to determine whether the impeachment raps against Duterte is sufficient in form and substance.
