The executive branch is investigating separate incidents caught on viral videos in which authorities figured in physical confrontations with suspected violators of measures to arrest the spread of COVID-19 in Quezon City and Makati, Malacañang said Wednesday.

Village officials will face "proper penalty" if proven that they violated laws in hitting a fish vendor with a stick and dragging him for not having a quarantine pass in Pasay Avenue, Quezon City, said Presidential Spokesman Harry Roque.

"I was assured already by Mayor Joy Belmonte that an investigation is being undertaken. It will be impartial, it will be fair," he said.

President Rodrigo Duterte is also aware of videos that showed a police officer tackling to the ground a Makati resident who allegedly cursed at authorities who chided his helper for not wearing a mask, said Roque.

"We will allow the process to proceed... It is the role of the executive branch to investigate, which we are doing now. If charges should be filed, it would be filed," he said.
