MANILA - A House lawmaker on Wednesday argued that a divorce law would be unconstitutional.

"The Constitution is very clear, there is no room for any other interpretation: Marriage as a social institution is inviolable…Inviolable means you cannot touch it, you cannot change it, you cannot interchange it," said Buhay Party-list Rep. Lito Atienza.

However, Beth Angsioco, head of the Democratic Socialist Women of the Philippines, said justices always refer to the "intent" of the framers when discussing questions on the wording of the Constitution.

The House of Representatives this week passed on third and final reading a bill introducing divorce, but a similar measure was yet to be discussed in the Senate.

President Rodrigo Duterte also expressed his reservations, believing children of divorce will suffer, his spokesman Harry Roque revealed.
