No water shortage, only shortage of competence: Erice

MANILA - Caloocan City Rep. Edgar Erice on Tuesday wants retribution for the service interruptions of Manila Water that has affected over a million household in Metro Manila's east zone.

"'Di water shortage ito. Ito ay malaking kapalpakan ng Manila Water na kailangang may retribution. Kailangang parusahan, at least dapat siguro Marso 'wag na nilang pagbayarin mga consumer nila," Erice said in an interview on DZMM.

A total of 1.2 million households in the east zone of Metro Manila has been affected by the water crisis. 

However, Metropolitan Waterworks and Sewerage System (MWSS) has no power to penalize the Ayala-led Manila Water for the service interruptions. 

"'Di sila pwedeng mag-fine. Ang pwede lang, bawasan o discount yung nagastos ng Manila Water sa kanilang pagde-deliver ng tubig sa kanilang mga concessionaire," Erice said.

Erice maintained that the supply that Manila Water gets from Angat Dam is enough but the water company allocated 1.750 mld for this month for their consumers. The water company, he said, already knew as early as January that it can no longer supply the 1.750 mld.

"Ang kanilang basis, December pa mago-operate ang kanilang Cardona plant kaya magkakaroon sila ng sobra na pwede nilang ibigay. Kaya lang ang problema nung December may pumalpak, nagkaroon ng technical problema," said Erice.

"Nagpabaya sila, hinayaan nila, dahil nga walang penalty clause, hinayaan nilang maghirap mga consumer ngayon Marso."

He added the water firm should have asked for help from Maynilad and MWSS instead of allowing the situation to worsen.
