The killing of a former prison official who testified on an alleged "good conduct pass for sale" scheme was captured on "defective" surveillance videos that failed to yield leads on the gunmen, police said Thursday.

Lawyer Fredric Santos, former legal division chief of the Bureau of Corrections, was on board his vehicle in front of his child's school in Muntinlupa when he was shot dead by 2 or 3 assailants on Tuesday, said authorities.

Investigators have yet to identify any person of interest because the school's CCTV clip was blurred while other surveillance videos from a command center were "defective", said Muntinlupa police chief Col. Hermogenes Cabe.

"Nag-request po tayo ng ibang CCTV footage, under review so far," he told DZMM.

Santos testified in a Senate hearing last year that then BuCor chief Nicanor Faeldon approved the questionable release of some prisoners without notifying the justice department.

He later recanted his statement and was cited in contempt, said Sen. Richard Gordon, who led the inquiry.

Senators are considering another investigation into Santos' killing, said Gordon. He also urged the National Bureau of Investigation to investigate the crime.

"Dapat kaagad maimbestigahan iyan habang fresh pa... Iyong NBI kailangan kumilos agad," he said in a separate DZMM interview.

(That should be investigated immediately while it is still fresh. The NBI should act quickly.)

The Senate Blue Ribbon Committee, which Gordon chairs, had recommended the filing of charges against Faeldon and 6 other officials over alleged anomalies in the good conduct time allowance (GCTA) that freed some prisoners.

At least 3 BuCor officials had been killed since 2018. Metro Manila Police said the murders could have links to the release of heinous crime convicts.
