Russian Prime Minister Dmitry Medvedev has arrived in the Philippines.

Medvedev is in the country on behalf of Russian President Vladimir Putin, who decided not to attend the APEC meeting.

The Kremlin said last week the decision was made because Medvedev already has a series of meetings planned in the region.

Medvedev's arrival comes just a day after other world leaders like US President Barack Obama and Chinese President Xi Jinping landed in Manila for the APEC Economic Leaders' Meeting.

Police are on the highest level of alert, securing the APEC venues which include the Philippine International Convention Center and the Makati Shangri-La.
