Smartmatic president Cesar Flores said most of the quarantined machines only need minor repairs. Three percent of 15,000 PCOS machines failed quality control tests. The Comelec, for its part, said putting the machines on quarantine is no cause for alarm. The poll body said it is not hiding the defects of the PCOS.
