Presumptive President Rodrigo Duterte, who is championing the revival of the death penalty, promised macabre "double hangings" for criminals.
"Hang first and then there will be another ceremony for a second time hanggang sa maputol talaga, completely severed iyung ulo sa katawan. I'd like that because I am mad," Duterte described his preferred form of punishment.
He said he will reserve this penalty for those guilty of robbery with homicide or rape.
Duterte added that capital punishment should also be imposed for rape-slay, kidnapping with murder or homicide, and other heinous
crimes committed with unlicensed firearms.
