MANILA – The law requires the government to establish rehabilitation centers or ''Bahay Pag-Asa'' for children who have fallen victim to violence and abuse.

The problem, however, is that the facilities in the centers do not seem to be aligned with the shelters' mission.

People's Recovery Empowerment Development Assistance (PREDA) Executive Director Francis Bermido Jr. said places where rehabilitation centers are housed used to be either police stations or jails.

When the law required the creation of rehabilitation centers, the facilities were not changed to suit their new function.

The Department of Social Welfare and Development (DSWD) said they have no direct authority to manage rehabilitation centers.

DSWD chief Corzaon ''Dinky'' Soliman said, however, that they may look into complaints that children’s rights and welfare are not protected in these centers.
