Historian Manolo Quezon, on this Monday's The Explainer on [email protected], answers if there is legal ground for an independent foreign policy, which the administration of President Rodrigo Duterte is pursuing.

"The Constitution says that it is the President who makes foreign policy and him alone. The Secretary of Foreign Affairs is his point man to run the bureaucracy in this regard and to engage the rest of the world, but it is the president. But we also live in a system of checks and balances," said Quezon.

He noted, the chief executive's power to determine the country's foreign policy is "basically an inheritance from the era of kings," where the kings, as the states themselves, called the shots.
