Twelve companies bought bid documents for the government's P2.5 billion Southwest Terminal project. But the government today said just two companies submitted their pre-qualification documents.

It's the first of three terminals the government wants built in the north and south of the capital to ease traffic.

While it's not a huge project where the government might have hoped for billion-peso premiums, the small number of bidders is another sign of the, at best, erratic interest in the government's PPPs. Michelle Ong reports. -- ANC Business Nightly, December 22, 2014
