MANILA -- In-demand skills should be anticipated to ensure employment, an analyst said Tuesday, as outsourcing hubs like the Philippines and India race to retool their worker pools.

Education should put an emphasis on cognitive and problem-solving skills, rather than vocational skills, which can be learned on the job, said Shekhar Shah, director general of India's National Council for Applied Economic Research.

India is moving to "simplify the supply chain of skilling" which entails matching workers' skills with demand and anticipating skills that will be in-demand in the future, he said.
