MANILA -- Stakeholders should move to address looming shortfalls in power and internet connectivity, as half the Philippine capital grapples with a water crisis, a public utilities consultant said Tuesday.

Some 600 applications to build power plants have yet to be acted upon by regulators and it takes 4 years to build one power plant, said Alan Ortiz, former head of Transco and SMC Global Power.

There is a "gathering storm" with the third telco, Mislatel, needing 3 years to build thousands of cell towers, Ortiz told ANC.
