Ongpin files graft complaint vs BSP official

Businessman Roberto V. Ongpin has made good on his pledge to file a graft complaint against a top Bangko Sentral ng Pilipinas official after the central bank didn't confirm his election to the board of his own bank, the Philippine Bank of Communications.

Ongpin filed the complaint with the Ombudsman on Thursday saying Deputy Governor Nestor A. Espenilla, Jr. caused him undue injury when the BSP executive signed a petition asking the Court of Appeals to freeze Ongpin's accounts. Ongpin said Espenilla is liable because the freeze order had no basis and that Espenilla himself cleared Ongpin's transactions during a Senate investigation earlier.
